Peking, February 4, 1886. IN my despatch No. 25 of the 22nd ultimo, I inclosed to your Lordship copy of a Memorandum sent to the Yamên by M. von Brandt, the Minister for Germany, setting forth the demands for the better fulfilment of Treaty provisions with regard to inland trade and other matters, the satisfaction of which he required in return for the acceptance by Germany of the Opium Agreement, concluded between Her Majesty's Government and the Marquis Tseng. I also inclosed a translation of the Yamên's answer, in which M. von Brandt's statements as to the non-fulfilment of Treaty provisions
